However, to fully build and sustain Health in All Policies requires a few phases of deep coding of County health expenditures combined with data on service and policy effectiveness, followed by policy development and implementation that purposefully navigates silos. As noted in Chapter Nine, this report does not assess health return on investment given that we do not yet have complete information on all health service effectiveness or impact. Below, we offer preliminary recommendations for the County to get started with Health in All Policies. Second, we provide comprehensive recommendations for implementing a comprehensive Health in All Policies approach.
